A PERMANENT MONITORING OF THE TAX AND SOCIAL SECURITY LEGISLATIVE CHANGES IS NEEDED

On December 7, the Plenary Session of the Economic and Social Council adopted an “Analysis on Tax and Social security conditions in the Republic of Bulgaria”, which covers a period of almost ten years. The Analysis is developed on initiative of the ESC.

In the document are presented analysis, assessments and policies on tax and social security legislation, which are focused on state regulations, macroeconomic and fiscal stability, employment, income, consumption and business competitiveness, financial sustainability of social systems and political risk.

The paper makes a comparative analysis of the positioning of our country in terms of tax conditions among other EU member states and towards the average community level. An evaluation of the impact of legislative changes on the tax conditions in the country is made. Ten suggestions are identified as relevant to the gradual convergence of the studied indicators to the average levels for the EU.

The second part of the analysis examines the legislative changes in social security conditions occurring in our country from 2000 to 2009 and their impact on the revenues and expenses, on the deficits in the system and the problems arising therefrom.

One of the conclusions made in the analysis is that much of the changes that occurred in our legislative after year 2000, led to development and improvement of the social security model. At the same time another essential part of these changes erodes trust in the social security model, which results in loss of public confidence in it. These legislative changes put at risk the financial system stability as well as the objectives of the “Europe 2020” Strategy.

The ESC emphasizes the need of permanent monitoring and control over the effects of tax and social security legislative changes, as well as over the development of the informal sector, tax collection and social security contributions.

The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
