ESC: BULGARIA NEEDS TO UNITE AROUND A NATIONAL STRATEGIC OBJECTIVE FOR THE NEXT 10 YEARS

On 10 March 2011 the Economic and Social Council (ESC) adopted a resolution on the Draft National Reform Programme for Bulgaria 2011-2013. It was prepared in response to the call of the European Commission for an active participation of the organized civil society in the preparation and implementation of the Europe 2020 Strategy.

The resolution expresses the willingness of the organized civil society in Bulgaria to contribute to the preparation of a strong and effective National Reform Programme, which shall assure prosperous future for Bulgaria and its citizens in the European Union.

The document provided conclusions and recommendations for improving the National Reform Programme structure and content.

The ESC expressed its support for the ambitious national objectives, defined for the Europe 2020 Strategy. Such an approach should bring benefits to the whole society. However some of these objectives seemed unrealistic.

The Council’s resolution proposed the adoption of a national strategic objective, which should achieve better coordination and integration between the different policies and reforms.

Reaching the level of 60% GDP per capita in PPS of EU average level until 2020 was identified by the Council as one of the possible national strategic objectives that might be considered. This objective could be called “Catch-up growth”.

Another possible national strategic objective might be the achieving of certain level of labor productivity until 2020.

In many opinions, the ESC expressed its position, that the consequences of the demographic trends and the low labor productivity are among the main challenges for Bulgaria in medium- and long-term.

The ESC highlighted that a consensus is needed for a long-term strategy for demographic development and human capital. It should be elaborated and adopted by the National Assembly.

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
