The Economic and Social Council asked for a new National Strategy on Climate Change Adaptation which should correspond to European and global goals for decreasing the risks of climate change being relevant to the Paris Agreementon Climate Change by December 2015. That is one of the main proposals in the ESC opinion on “Challenges and Opportunities for EU and Bulgaria after the climate change negotiations in Paris”. Bulgaria is a country belonging to one of the risk affected regions in the world, it stated in the opinion.

ESC appreciates the Paris Agreement on Climate Change as important and necessary achievement in fight against climate change as well as in multilateral cooperation for environmental protection. Moreover, a number of challenges without concrete decisions and without being mentioned in the Agreement still existing, but it is clear that the process we are in front of is long, difficult and expensive. Therefore ESC takes a stand that “transition to low carbon economy at national level should be smooth and gradual – without a high pressure over the labour market, employment and incomes, the prices of the consumed energy investments in new no carbon energy powers, the potential for high economic growth an d improvement of competitiveness”. Bulgaria needsa new reasonable long-term energy strategy and adequate strategy on climate change adaptation, both developed in collaboration with civil society, says the ESC opinion. According to the document a fair restructuring of labour field, laid down in the Agreement from Paris, is needed with a new development model in the energy sector for creating new high quality jobs.

Different research results are used as arguments in the act – for example, in support of the proposed smooth transition in our country towards a low carbon economy is the fact that Bulgaria hold a leading position in the world in reducing greenhouse gases – compared to 1988. Greenhouse gases in our country are reduced by 53.7%, but at the expense of massive closures of industrial capacities. Currently the energy dependence of Bulgaria is 33%, but of Europe is on the average of 54%. In this regard, ESC insists for directing the efforts towards achieving secure workplaces and fair transition to low carbon economy.



is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
