In its last analysisadopted on 24th of November 2016 entitled “The Long-term Unemployment in Bulgaria” ESC examines the influence of the economic crises and the following recovery on the long-term unemployed and the long-term discouraged unemployed people. According to the ESC’s analysis the long-term unemployment is still being a serious problem even after the post crisis recovery process from 2013 – 2015.
The ESC analysis is a logical follow-up of the previous resolution of the Council earlier this year but it gets in to the processes and effects of long-term unemployment and long-term discouraged. Along with this, ESC makes some new proposals for reducing the risk of long-term unemployment and faster return to the labor market of people who for various reasons are outside of it. Some of the proposed measures are related to the realization of subsidized employment programs, promotion of the entrepreneurship among the groups of unemployed and discouraged, development of social enterprises as an opportunity for employment, literacy bettering.
ESC proposes also the opportunity to influence over the labour market through a passive policy, namely the compensations, to be discussed. For example, if an unemployed person registered in the labour officestarts work during the period of compensation due, a part of this compensation to be paid along with the salary.
In conclusion, ESC emphasizes that its analysis “The Long-term Unemployment in Bulgaria” raises the serious question about the long-term unemployment as step towards the social exclusion, poverty as well as a hardship to the public finances of the social systems.
