THE ECONOMIC AND SOCIAL COUNCIL PROPOSES A SOCIAL PACKAGE OF ANTI-CRISIS MECHANISMS ON THE LABOUR MARKET

The social effects of the financial and economic crisis in Bulgaria, the negative trends having occurred on the labour market and the needed anti-crisis policies and measures in support of employment, these issues are in the focus of the opinion entitled The Labour Market under the Global Financial and Economic Crisis - Challenges and Possible Solutions. This opinion was adopted by the ESC at the plenary session held on 17th July 2009. It was presented at a press conference held on 24th July.

According to the ESC, the negative anticipations request broader government actions - a transition from a governmental plan designed to combat the crisis to the elaboration of a national anti-crisis programme intended also to the restructuring of the national economy. In the ESC's view, applying the mechanisms of the social dialogue, there should be achieved a fairer distribution of the financial burden and the social effects of the crisis.

The ESC believes that it is necessary the government to attach relevant importance to the policies and measures as implemented to manage the social effects and the employment flexibility. This implies protection of decent income, support and promotion of active job behaviour of the unemployed and employed on the labour market.

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
