THE BULGARIAN ECONOMIC AND SOCIAL COUNCIL CONSIDERS THE FINANCIAL AND SOCIAL STABILITY TO BE OF EQUAL IMPORTANCE FOR BULGARIA

Speeding up the State policy for a rapid and thorough structural optimisation and technological modernisation of the economy. This is what the Economic and Social Council has recommended in its opinion on the Bulgarian Economy under the Global Financial and Economic Crisis - Problems, Challenges and Opportunities, which was adopted at a plenary session on 22nd July. This opinion has been presented at a press conference held on 24th July.

Bulgaria has been affected by the global crisis, which covers all the economic domains and causes grave problems in the real sector, financial sector and the social domain, it is stated in the opinion. The positive trends in the Bulgarian economy may be expected not earlier than 6 months after the first signs of sustainable recovery of the large economies in the European Union.

According to the ESC analysis and forecasts, further strengthening of the employment reduction trend is expected. This negative trend is due to the lag in the crisis processes development and in the implementation of the contracts and orders in the industrial and service sectors closed during the previous year.

In its opinion the ESC makes a number of proposals for anti-crisis measures in the economic domain. The Council points out that the financial and social stability are of equal importance for Bulgaria and the burden of the crisis and the anti-crisis measures should be shared by labour and capital in a balanced way.

The ESC highlights that now is the time to maintain those branches, activities and production, which are competitive in the frames of the European and global economy. The ESC considers that a crucially needed and important anti-crisis measure is the setting up of a State Investment Fund, which shall support State and State-private investment for applied scientific research, for launching high-tech production, export-oriented production and an infrastructure for high-speed Internet.

The ESC insists that the Anti-crisis Council with the participation of the social partners, which is chaired by the Prime Minister, should resume work implying discussion on the situation and coordination of the anti-crisis measures. The civil society and the social partners should actively participate in the wide efforts for restructuring of the economy and the ESC expresses its willingness to play its role, it is stated in the opinion.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
