ESC: LONG-TERM VISION AND OBJECTIVES FOR THE DEVELOPMENT OF THE SOCIAL SYSTEMS IN BULGARIA ARE NEEDED

Optimization of the systems for social protection and social security, combating poverty, protection of children and the family and tackling the demographic problems of the country, these are the milestones of the new policies, which should be elaborated and implemented in the social sphere. The Bulgarian Economic and Social Council has summarized the relevant proposals in the opinion on Social Insurance and Social Protection as adopted at the plenary session held on 29th March. This opinion has been presented at a press conference held on 30th March.

Regarding the pension insurance the ESC considers that certain regulatory changes are necessary with a view to the fulfillment of the obligations ensuing form the EU 2020 Strategy. The ESC's proposals are in compliance with the policies implemented to a different extent by all the Member States, which develop relevant reforms or implement them. These policies imply financial autonomy and strict financial order, higher requirements for admission to the pension system, limiting early retirement, improvement of the relation between the individual contribution and the pension amount, improvement of the control with regard to observation of the legislation.As a component of a to-be change of the health care and health insurance system, the ESC recognizes the need for the health insurance to be entirely built on an insurance principle, in compliance with the vision and objectives of the health care system development for a longer term /15-20 years/. The ESC advocates also the development of the public-private partnership in health care, while the public interest shall be guaranteed.

In the field of the social protection the ESC attaches particular attention to the protection of children and the family.

Combating poverty is another key issue, which should be in the focus of the to-be policies in the social sphere, the ESC highlights. The main ESC's recommendations in this aspect imply combating poverty for the long term through anti-poverty policies of the government, reforming the public sector and accelerating the economic growth.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
