CHALLENGES FACING THE BULGARIAN ECONOMY - THE POSITION OF THE BULGARIAN ECONOMIC AND SOCIAL COUNCIL

The collapse of the Bulgarian economy and the rising unemployment create a threat the economic crisis to cause also a social crisis, which could turn into a financial crisis in a reverse sequence as compared to the global crisis. This issue and the possibilities to cope with it are in the focus of the opinion of the Bulgarian Economic and Social Council on the Challenges Facing the Bulgarian Economy. This opinion was adopted at a plenary session held on 29th March and was presented at a press conference held on 30th March.

The economic crisis constitutes a chance to restructure the economy of Bulgaria and to enhance its competitiveness, the ESC believes. From this perspective the ESC performs an analysis and puts forward relevant proposals for changes in several branch policies – those in the domain of agriculture, tourism and industry.

In order to get over the negative trends the ESC proposes relevant changes in the regulatory environment that can act as leverage for recovery of the economy as well as a package of measures aimed at reducing the administrative barriers and improving the business environment in Bulgaria. The adoption of a Programme on Combat against the Informal Economy is among the major recommendations the ESC puts forward to the Executive and the Legislature in the country.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
