The Plenary Session of the Economic and Social Council (ESC) at its meeting, held on 18th December, adopted an own-initiative analysis on the topic of Early School Leaving. Some key findings and challenges stand out in the adopted act:

1. Within the examined 10-year period, the share of early school leavers in Bulgaria decreased from 21.4% in 2004 to 12.5% in 2013, i.e. it is close to the EU average of 12%. The tendency of indicator decline was stable up to 2011, when it was registered the lowest figure for Bulgaria - 11.8% compared to the EU average of 13.4%.

2. Another disturbing finding is that the number of children who leave school due to moving abroad is growing. If in 2003/2004 the reason for school leaving for 10,8% of the students was moving abroad, then in the school year 2012/2013 the share of these young people grew to 29.7%.

The President of the Economic and Social Council (ESC) Prof. Lalko Dulevski took part in an International Conference on the topic of “Vocational Dual Training in Multicultural Environment” on 11 December 2014, which was organised by the Bulgarian Teachers' Trade Union to the Confederation of Independent Trade Unions in Bulgaria. The aim of the event was within a broad discussion with all the stakeholders and expert to outline the existing problems and to identify the needed measures in the field of vocational training through work.

The forum was opened by the Deputy Minister of Education and Science Vanya Kastreva and Prof. Lalko Dulevski. Also, participants in the conference were representatives of the Ministry of Education and Science, employers’ organisations, teachers and principals of vocational high schools from the country and representatives of teachers' trade unions from the Netherlands, Romania, Hungary and Russia.

Moderator of the conference was Yanka Takeva, President of the Bulgarian Teachers' Trade Union and also ESC member. At the forum opening Mrs. Takeva focused on the opportunities provided by the dual vocational education for young people and defined it as an opportunity for solving sensitive issues related to youth unemployment, early school drop-out and emigration.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
