The Plenary Session of the Economic and Social Council (ESC) adopted a resolution on the Council Recommendation on the integration of long-term unemployed into the labour market on 15 July 2016. The resolution draws attention to a particular area of all specific recommendations for reforms in Bulgaria in 2016, namely the long-term unemployment. The ESC has repeatedly alerted that long-term unemployment is a serious social and economic problem with a wide range of consequences. In the specific recommendations of the European Council within the European Semester as well as in the Country Report for Bulgaria 2016 is mentioned that the social services and active employment policies, particularly for the long-term unemployed should be strengthened and integrated.

The Economic and Social Council (ESC) began its Plenary Session today with a minute of silence for the victims of the attack in Nice. On the proposal of the ESC President Prof. Lalko Dulevski the Session members unanimously adopted a declaration which expressed their rejection of terrorism and empathy with the relatives of the victims in Nice. The full text of the Declaration, which the ESC sent to the French people and the French Economic, Social and Environmental Council by the French ambassador in Sofia is as follows:

On 4 July 2016 the Economic and Social Council (ESC) and Letnitsa Municipality organised a regional meeting-discussion on “The role of small municipalities for dealing with migration processes and youth employment. The Letnitsa Municipality experience”, which was the second meeting in the region.

Българското председателство да издигне за приоритетна тема развитието на планинските и полупланински региони, предлагат ИСС и кметовете на Троян и Тетевен. Това предложение беше формулирано от проф. д-р Лалко Дулевски – председател на ИСС по време на поредната регионална среща дискусия в Тетевен на тема „Развитие на социалните дейности в общините от планинските и полупланинските райони в страната, опитът на Тетевен“.

A discussion on the social economy and social entrepreneurship, on the role of local authority for their development was organised by the Economic and Social Council (ESC) and Lovech Municipality. The topic on “The role of local authority in the development of social economy and social entrepreneurship - experience and challenges” was discussed by the Mayor of Lovech Korneliya Marinova, the Governor Irina Miteva, Social Policy Advisor to the Prime-Minister - Totyu Mladenov, ESC President Prof. Lalko Dulevski, mayors from the district, experts and representatives of local institutions and NGOs. The debate on the sustainability of social enterprises, new employment opportunities for young people and innovative forms of entrepreneurship drew the Lovech public attention.

On its Plenary Session held on June 24, 2016 Economic and Social Council adopted two resolutions devoted on the activity of Bulgaria in the framework of the European Semester.

The ESC’s resolution adopted on July 24, 2016 on the occasion of the Council of European Unions’s Recommendation to Bulgaria “pays attention to the retention of the main recommendations to the country from 2015 except the recommendation in the field of secondary education”. The recommendations for last year and current 2016 have four identical fields – fiscal policy, bank and non-bank sector, active policy on the labour market and the regulatory framework for insolvency. The four fields are directly related to the formation of macroeconomic imbalances in Bulgaria.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
