The Economic and Social Council (ESC) has adopted its 2024 report, highlighting an increasing reliance by institutions on the Council’s expertise. Over the past year, the ESC developed 25 acts addressing diverse topics of critical importance to society. The Council’s recommendations span a wide array of areas, including the labor market and working conditions, incomes, the pension system, the social economy, agriculture, energy, crisis resilience, the green and digital transition, artificial intelligence, education, European integration and more.

During the session, members emphasised the Council’s accelerated pace of work, improved quality of acts and the growing number of assignments from institutions such as the President, the National Assembly and the Council of Ministers. A significant milestone in 2024 was the inclusion of an explicit provision in the Rules of Organisation and Procedure of the National Assembly (Article 73, para. 7), allowing the chairperson of a leading committee, through the Speaker of the National Assembly, to request opinions from the ESC on bills related to the country’s economic and social development.

The session also highlighted a new practice of forming supporting committees to address topics where consensus among the three groups – employers, trade unions and civil society organizations – was challenging. For more complex issues, multiple rapporteurs were appointed to ensure a comprehensive perspective in the acts.

“The ESC has reaffirmed its commitment to representing the diverse interests of Bulgarian citizens while demonstrating the collective will of its members to contribute to Bulgaria’s economic and social advancement,” the report stated.

Additionally, the Council approved its budget report, and members of the Bulgarian delegation to the European Economic and Social Committee (EESC) presented their key areas of activity from the past year.
