A temporary committee was established to develop the draft opinion, consisting of: Chairman – Plamen Dimitrov and members: Vladimir Boyadzhiev, Vasil Velev, Assoc. Prof. Yordan Bliznakov, Prof. Katya Vladimirova, Assoc. Prof. Georgi Evgeniev. At its Plenary Session of 29.03.2010, the Economic and Social Council adopted the opinion.
