The plenary session consists of a Chairperson and 36 members, divided into three groups of 12 members each, based on representation. The groups represent employers’ organizations, trade union organizations, and the civil sector.
The Plenary adopts the Rules of Procedure of ESC, approves the draft annual plans and activity reports, the draft annual budget, adopts the acts of ESC, confirms the Vice-Presidents, elects the Chairpersons and members of the standing and temporary committees, etc.
Members of the Plenary shall serve a 4-year term.
The session adopts decisions approving opinions, analyses and resolutions developed by the standing committees of the council.
The session adopts opinions on draft laws, national plans and programmes of the Council of Ministers; on acts of the National Assembly; on strategic issues of economic and social policy, as well as on annual memoranda on the economic and social development of the country. The plenary session may also adopt analyses on important public issues. It shall also adopt resolutions on topical issues of economic and social policy and civil society.
Opinions are elaborated and adopted at the request of the President of the Republic, the President of the National Assembly and the Council of Ministers. ESC also elaborates documents on its own initiative when it is requested to do so by at least one third of its members, by the Council’s standing committees, by the President or by the Presidential Council.
The opinions of the Council shall be adopted by open vote and by a three-quarters majority of those present in plenary.
Meetings of the Plenary Session shall be held in public, and in individual cases the Plenary Session may decide to close a meeting or, due to the epidemiological situation, to hold it remotely by electronic remote participation, to be decided by the Presiding Council.
