ESC develop cooperation with scientific and educational institutes, financial institutes, youth organisations and others with similar interests and opportunities for partnership initiatives and activities.
The cooperation agreement between ESC and Burgas Free University was signed by the President of the Council Zornitsa Rusinova and the Rector of the university Dr. Milen Baltov in 2022. The partnership is being developed in the areas of joint research and analysis, common initiatives and supporting the quality of education.
In 2023. The Economic and Social Council of the Republic of Bulgaria and Sofia University "St. Kliment Ohridski signed a Memorandum of Cooperation. The ambition is that the partnership between the two institutions will become more and more intensive and support the quality of education of students and postgraduates at the university by organizing public lectures, discussions and other initiatives of joint interest. A partnership is also foreseen to carry out studies and research in the field of economics and management necessary for the preparation of Council acts.
The bilateral document was signed by Prof. Dr. Evgeni Stanimirov, Rector of UE - Varna, and the Chairperson of ESC Zornitsa Rusinova. The event was attended by representatives of the academic community, vice-presidents and members of the Council, students and journalists. The Chairperson of ESC explained to the audience the role of ESC in the social and economic life of the country and its importance as expertise and “voice of civil society”.
VUZF and ESC work together to support the quality of education of undergraduate and postgraduate students at VUZF and will partner to organise and host events such as conferences, seminars and roundtables that will enable the exchange of ideas and knowledge between academics, students, policy makers and business representatives. These events will serve as platforms for discussion on important economic and governance topics and stimulate the generation of new ideas.
In June 2024, the Economic and Social Council of the Republic of Bulgaria and Prof. Dr. Asen Zlatarov University in Burgas signed a memorandum committing to joint actions in favor of the work of the Council and the education of students at the university.

According to the memorandum, the two parties will work together to support the quality of education of undergraduate and postgraduate students at MSU by organising public lectures and discussions, as well as other relevant initiatives.
ESC and UNWE pre-signed their existing cooperation on joint activities during a Plenary Session at ESC. The Memorandum aims to improve the chances of career development of the students of the UNWE, to support the quality of teaching, conducting scientific discoveries, conducting studies and joint research in the field of economics and management, etc., which are used for the purpose of the work of ESC in the development of analyses, opinions and resolutions.
In 2023, the President of BAS, Acad. Julian Revalski and the President of ESC Zornitsa Rusinova signed a bilateral Memorandum of Cooperation and the Solemn Assembly of BAS on the occasion of its 154th anniversary celebrated the cooperation between the two institutions. In 2025, an agreement was signed with the Director of the Institute of Economic Research at the Bulgarian Academy of Sciences Prof. Irena Zareva-Zafirova. The partnership is aimed at deepening the existing one with the participation of experts from the Institute, who contribute significantly with their scientific potential in the preparation of the Council Acts.
In September 2024, the Economic and Social Council and the National Youth Forum signed a Memorandum of Cooperation in the field of youth policy. The two organisations are working on initiatives aimed at increasing youth engagement and promoting volunteering, will exchange information on successful models of youth participation and will work together to promote them. One of the key objectives of the partnership is to strengthen the voice of young people in the institutions and to take into account their needs and interests, as well as to ensure better public awareness on youth policy issues.
The Chairperson of ESC Zornitsa Rusinova and the UNICEF representative in Bulgaria Christina de Broyne signed a Memorandum of Understanding and Cooperation. ESC and the United Nations Children's Fund (UNICEF) will cooperate by sharing publications, reports, opinions, analyses and documents prepared by them. The partnership also regulates joint activities in carrying out studies and reports and organising workshops and events on issues of common interest. Some of the topics on which the advisory body and the international organisation can work together are inequalities in the social and educational spheres and their overcoming, support for vulnerable groups, including children in poverty, the elderly, people with disabilities and others.
